Silence of Neto" played to two packed houses at this city's film festival, but the Guatemalan movie's prospects nevertheless may be as arid as the surrounding desert. Only a dozen or SO foreignlanguage films are released widely in U.S.

theaters every year, and five of those titles are usually the overseas works nominated for the foreign-language Academy Award. Many wellreceived foreign films, such a as "The Silence of Neto," not nominated for an Oscar are likely to vanish into oblivion. Much is written about Oscar nominations affecting films already in release: "Driving Miss Daisy" and "Rain Man," for instance, took off at the box office after Academy Award triumphs. The stakes are much higher with foreign films: Without an Oscar nomination, these films may never find a distributor and won't be seen in North America. Director Luis Argueta has had only a few nibbles for "The Silence of Neto," a coming-of-age story set in Antigua.

It. is the country's first Oscar submission. "I feel like I'm an underdog. But I'm very optimistic," Argueta says. Academy rules allow government film boards to select one film for Oscar consideration.

The rules are complicated and often disputed when two countries join forces to make a film, but the film must essentially be a product of the country that submits it. A committee of Academy members then watches the films, a record 45 this year, most of which don't have a U.S. distributor. The committee votes to nominate five, and the winner is selected by Academy members who have seen all five. Last year, only one movie nominated for the foreign-language Oscar, the Welsh "Hedd Wynn," did not receive a distribution deal.

The winning work, Spain's "Belle Epoque," earned $6 million in domestic theaters. The other nominees, Taiwan's "The Wedding Banquet," China's "Farewell My Concubine" and Vietnam's "The Scent of Green Papaya," all performed comparatively well on the domestic arthouse circuit.
